After our first online chat meeting at gamesurge.com, we came up with a great idea to introduce our own vision of FO3 in written, the way we want it to be. This kind of "Constitution" should be our guide and outline the vector of our common effort (just to decrease the amount of potential arguing and misunderstandings). It should be clear and short.
I suggest everybody interested comes up with his own draft and brings it here for common discussion. After that some common version will be completed and adopted.

Here I shall compile what's been told so far, and add my own ideas. Please criticize thoroughly (I don't agree with a few points already).
TFS Manifest.
1. TFS ("True Fallout Sequel") shall be non-commercial product.
2. TFS doesn't aim to infringe any rights of the copyright holders and seeks only to promote the Fallout universe.
3. One TFS designers' priority will be the faultless functioning of the game (no bugs, unfinished quests, missing items/NPCs, etc.).
4. One TFS designers’ priority will be the work under strict deadlines.
5. TFS shall use the FIFE engine (fifengine.de), with isometric (top-down) 2D view.
6. TFS shall be designed and aimed for a turn-based combat.
7. TFS shall contain a fair amount of Drugs, Violence and Sex (DVS), no less than in FO1&2, preferably more.
8. TFS shall allow the PC to become childkiller, but would not encourage it in any way.
9. TFS will contain reference to racism issues, but will not encourage it in any way.
10. TFS shall offer original Fallout dark humour.
11. TFS will be based on North American continent and feature a brand-new world map and locations.
12. TFS shall offer new art, unique soundtrack and video.
13. TFS shall have identifiable references to FO1&2 themes and NPCs.
14. TFS shall offer an extensive main plot-line with different endings, subplots and false leads.
15. TFS shall offer profound dialogues with the NPCs, with multiple ways for the PC of saying the same thing depending on his/her stats.
16. TFS shall offer a lot of independent and intelligent side-quests.
